Phil, I'm an architect in california. Have done plans for a permitted cob home under the unique Class K in Mendocino County, Ca. Jurisdictions are typically subject to the International building code, which does not recognize cob as a standard way to build. You need to check the Lincoln County code requirements to see what they will require for a premit. Calling it a remodel will most likely not make the building code requirements any less, including electrical.
