Francine posted the design I was too lazy to look up, although I think there 
may be another story about it, but I think it was just a story.

Bill's link is really cute, supposed to be a two-person build.

Here's a third  (but they're out of the tiny jobs until October--they hope, 
but I'll bet the price goes up!)  Company is from Florida, wonder how awful 
they are in muggy heat:

Run a search on foam domes and a lot comes up.

But the deal is--

Apparently there are two reasons that South Louisiana is sinking.  That 
pumping the oil out is doing it.  AND/OR the silt and soil coming 
down-stream hasn't been added to the ground, hasn't in some cases even 
gotten into the river.

If the first reason in the New Orleans area is more important, then possibly 
rebuilding at all is going to be iffy.

If the second, then it's a "just" a matter of moving kilo- if not giga- tons 
of dirt before rebuilding. Or putting everything way up on stilts/piles that 
can have dirt piled around them as it comes available.

Probably ought to keep the French Quarter as a park?

Foam domes are very likely even less "green" to build than the blown up 
plastic bag job.  Probably the foam and plastic are made at least partly out 
of oil.
