Yes, let it dry completely if it is now showing signs of drying in patches. The Steens' latest thinking on floor finishing is that it is unnecessary to dilute the oil in progressively greater or lesser amounts relative to thinner. Just put the oil on, wipe it off, let it dry, and do it again until the floor stops absorbing oil. Heating the oil gently in a water bath is recommended both for better penetration and because the water bath will prevent your flaming the oil. The Steens will have a new floor book out this year, and have said they'd like to suck back in a lot of the info in their first book - always the way with folks who continue seeking the best means of doing things.
