[Cob] Tsunami Green Rebuilding?

Earthbag construction may be the fastest way to get emergency structures up, 
I thought, since I knew that Cal-Earth had proposed this before.  So that's 
what I looked for, and found.  Here, Khalili is talking about the two war 
areas that were hard hit, that the debris of war could be turned into 
shelter.
