[Cob] licensed engineers

The building department FINALLY called me back (a supervisor). He said that they do in fact have a "alternative building materials" section of the code. They accept anything - "that is certified by an engineer". 

So the question is, how can I find an engineer (licensed in WA) that is familiar with cob, straw bale, ect. ? I have been going down the list in the phone book, with no luck. Any suggestions? 

I saw some site that listed a few cob homes going up in various WA locations. But there were no links to follow up with those owners.
