How about that kit for cutting glass bottles that you can get from Michael's 
craft store.  I think it retails for about $40

I've had no success with this method.  I end up with jagged edges and a lot
of wasted bottles.  The damn thing never breaks where it is supposed to
break - especially if the glass is thick, as it is in most caronated
beverage bottles.
